The Higher Ground Initiative: Nauru’s Bold Response to Climate Threats


Nauru may be one of the world’s smallest countries, but it is big on ingenuity, resilience, and forward thinking. Like many Pacific islands, Nauru faces serious climate challenges such as rising sea levels and coastal erosion. But rather than being overwhelmed by global climate pressures, Nauru is rolling up its sleeves and crafting its own success story.

The Higher Ground Initiative (HGI), launched in 2021, is Nauru’s flagship climate adaptation plan. This transformative effort will span generations and is essential to securing the nation's long-term survival and well-being. It envisions a phased relocation of homes, infrastructure, and essential services away from the vulnerable coast and toward Topside, the elevated interior plateau of the island. This area, once severely degraded by decades of phosphate mining, is now being restored and reimagined as a safe, resilient, and sustainable new urban hub.

The vision for the HGI is to build a strong, self-reliant, and inclusive community. It aims to upskill the local workforce so Nauruans can lead the construction and maintenance of their new neighborhoods. Schools will teach sustainability and resilience, preparing future generations to care for their island. Food security will be strengthened through efficient methods like hydroponics and aquaponics, increasing local production at every level. At the same time, well-designed, walkable neighborhoods will offer access to green spaces, fresh produce, and nearby natural areas that support a healthy and active lifestyle.

Rooftop solar panels, lightweight construction, and energy-efficient appliances will reduce the island's dependence on imported fuel. Formerly mined areas will be restored with native plants to bring back biodiversity. Public spaces will support local arts, crafts, and community gatherings. Streets will be safe and accessible, with daily needs located nearby to encourage walking, cycling, and the use of electric vehicles.

To advance this transformative vision, the Nauru Economic and Climate Resilience Citizenship Program was launched in 2024 to generate funding for climate adaptation through investment migration and future-focused development. Guided by a whole-of-government approach and shaped through inclusive public consultation, the Higher Ground Initiative is about more than moving people to higher ground; it is also about transforming the way Nauru lives, builds, and thrives.
